Problemas, tratamiento y propuestas para la recepción de denuncias funcionarias por hechos de corrupción en el sector municipal

This article analyzes an issue that represents a constant threat to democracy and social welfare, such as corruption. Specifically, it focuses on the situation of civil servants who face the eventuality of making complaints for the commission of crimes related to acts of corruption, produced within municipalities, particularly when it is the highest building authority that is linked to the commission of such acts. To this end, we first analyse the indices of perceived corruption at the international level and the measures adopted by the best evaluated foreign legislations in this regard. Likewise, the national panorama is reviewed, making a series of proposals in this regard, such as the protection and incentives of the whistleblower or better known in the private sphere as whistleblower.
