The purpose of the article is to analyze and lay down legal norms and administrative, and possibly judicial, jurisprudence, regarding the situation derived from the conflict of rights related to the legal obligation of social assistance to the community by the Municipalities and the fulfillment of the tasks established for municipal officials belonging to the professional ladder by virtue of the covid-19 outbreak.
