This article intends to analyze the judicial process in public procurement divided into 2 phases, the first one of knowledge of the Public Procurement Court, in which the expansion of its competence, the parameters of the suspension of the bidding procedure and, in If this is denied, the impugnability of said resolution through the appeal, the second under the jurisdiction of civil courts, will examine the fines that apply during the term of the administrative contract.
