Abstract
El agua es un recurso esencial para la vida en el planeta, esto es una realidad indiscutible. Actualmente se pone en discusión si cobrar por el uso de agua potable es inmoral, ya que el derecho al acceso al agua potable y saneamiento se considera un derecho humano y el limitarlo atentaría contra la dignidad humana. Sin embargo, ¿cómo logramos compatibilizar el derecho humano al agua con el actual mercado de las aguas que rige nuestro país? ¿Cuáles son los desafios que presenta Chile en gestión de recursos hídricos? Si no cobramos por el uso del agua, ¿cuál sería una solución alternativa?
Water is an essential resource for life on the planet, and that is an irrefutable reality. Currently, it is being debated whether charging for drinking water is immoral since the right to access to drinking water and sanitation is considered a human right and, limiting it, violates human dignity. However, how do we reconcile the human right to water with the current water market that governs our country? What are the challenges that Chile presents in water resources management? ¿If we don’t charge for the use of water, what would be an alternative answer?
