Se reconocieron tres segmentos claramente identificables: Generación, Transmisión y Distribución de energía. Generación respondió sin problemas a la nueva estructura de libre mercado por ser un segmento naturalmente competitivo, sin embargo, Transmisión y Distribución, por su carácter de monopolios naturales, quedaron sujetos a un modelo de regulación de precios. Esto se ha querido revertir a través del tiempo, con la promulgación de diversas reformas en la materia, permitiendo así la introducción de nuevos actores y tecnologías, así como la apertura y factibilidad para la generación de energías limpias. El proyecto de Portabilidad Eléctrica, que duerme en el congreso, es el último intento de reforma y modernización en materia de Distribución, abriendo la posibilidad hacia la comercialización y rebaja de precios.The General Electricity Services Law (LGSE) of 1982 established profound changes in energy matters, giving space to a more competitive market, with a decentralized scheme and private participation. Three clearly identifiable segments were recognized: Generation, Transmission and Distribution of energy. Generation responded without problems to the new free market structure as it is a naturally competitive segment; however, Transmission and Distribution, due to its nature as natural monopolies, were subject to a price regulation model. This has been reversed over time, with the promulgation of various reforms on the matter, thus allowing the introduction of new actors and technologies, as well as opening up and feasibility for the generation of clean energy.
